Dr. Mohsen A. Issa received his BSCE, MSCE, and Ph.D. degrees from the University of Texas at Arlington in 1981, 1982, and 1986, respectively. He served as a postdoctoral research associate at the University of South Florida (USF) from 1987 to 1988 and joined the University of Illinois Chicago (UIC) in 1989, where he was promoted to Full Professor in 2000. Over the past 37 years, Dr. Issa has taught a wide range of courses, including concrete materials, reinforced and prestressed concrete structures, steel design, and bridge design and rehabilitation. He served as Director of Graduate Studies from 1995 to 2000 and currently directs the Structural Concrete Research Laboratory. He has supervised and graduated 27 Ph.D. and 17 master’s students. Dr. Issa has received several prestigious awards, including the Harold A. Simon Award for Excellence in Teaching (1994), the UIC Award for Excellence in Teaching (2000), the UIC Council for Excellence in Teaching and Learning (CETL) Award (2000), the Edward M. Burke Teaching Award (2004), and the Faculty Research Award from the College of Engineering (1999). He is a licensed Structural Engineer in Illinois and a Professional Engineer in Florida and has published over 230 papers in refereed journals and conference proceedings.

After starting his career with consultants, Kris has worked at MTO for 14 years in the areas of bridge management, bridge rehabilitation, and since 2018, in new bridge design. Kris manages the development of all structural standards and design manuals for new provincial structures in Ontario, Canada, reviews new bridge designs performed by others, and oversees the design of innovative integral abutment bridges within his office. Since 2019, Kris has been the Chair of the Durability and Sustainability subcommittee for the CSA S6, Canadian Highway Bridge Design Code, advancing service life design and encouraging low maintenance bridges.
